Of course, there is a solid reasoning behind this restriction – thanks to that developers can use more detailed models and better effects than in the rest of the game. At the same time, weaker computers can handle cinematics better. On the other hand, if you run the game in over 100 FPS and you are suddenly capped to 30 FPS, it can impact your experience. The best option would be to implement the possibility to toggle this feature. Sadly, there is none.
