Sadly, this decision (if you even have any, as not all devices offer one) is permanent. You can’t change it later. So, think twice before picking a server, as your is bound to it. It can be problematic if you experience high ping. At this point we also do not know how precisely (and if) the multiplayer mode will be implemented. In the worst case scenario, different servers may be an obstacle in playing with friends.
Of course, it is always possible that developers will change this mechanics later. Such things happened in the past. However, it is safer not to count on that and pick the right region the first time.
