Empty City in Cyberpunk 2077, no NPC spawning bug explained

Version 2.0 is a great step for Cyberpunk 2077. It introduces many great changes, but also reintroduces some old bugs and implements new ones. One of them makes the city empty except from some talking NPCs, police officers and criminals.
