The first major expansion to Victoria 3, a strategy game from 2022. The biggest new feature in Victoria 3: Voice of the People are social agitators swaying our citizens to their cause, which we can work alongside or try to silence.
Victoria 3: Voice of the People is the first major expansion to Victoria 3, a strategy game from 2022. It was developed by Paradox Development Studio, genre veterans also responsible for the base game.
Victoria 3: Voice of the People focuses on struggles between reformers, reactionaries and revolutionaries, fighting to make their voices be heard. During the game we find ourselves in the middle of this 19-century melting pot, having to decide in what direction we'll push our country's system.
The biggest new feature introduced in Victoria 3: Voice of the People is 60 social agitators who can influence our citizens. Depending on the path we choose, the agitators may help us achieve our goals or obstruct us. Unfavorable agitators can be swayed to our side (by allowing them to operate freely or granting them lucrative positions) or exiled from the country. Other leaders can also exile agitators, which we can take advantage of by inviting those we agree with into our country. The agitators are also authentic historical figures, such as the German socialist Rosa Luxemburg, Italian nation builden Giuseppe Mazzini and American abolitionist John Brown.
The expansion also introduces new events, decisions and journal entries letting us learn of 's turbulent history, starting from the Bourbon dynasty, through the Second French Empire to the Third French Republic.
Victoria 3: Voice of the People features a new interface inspired by Art Nouveau, new visuals for French buildings, unique animations for revolutionary interest groups and custom designed uniforms and clothing for many different characters and cultures.

Victoria 3 is currently one of Paradox's least popular games. The latest expansion, which could have changed the game's rather bad situation, only annoyed the players and, as a result, was flooded with negative reviews on Steam.

The first major expansion for Victoria 3 has been announced. Voice of the People will introduce, among other things, new historical characters to the game, such as John Brown and Giuseppe Mazzini.
