How to unlock this quest: Speak with Flynn (on Antigua Island).
Quest Giver: Flynn
This quest is related to side quest named "Shattered Inheritance" which you could unlock when you spotted Flynn on Antigua Island. Flynn suggested the Nameless Hero returning to Quinn and taking back from him his part of the sword. Find Quinn on the pirates' beach (map location 3 or 4) and ask him about giving you the Hilt: Wound Tearer. You can buy the hilt from Quinn for 200 gold pieces or take it for free by threatening him thanks to your Intimidate ability if you have it at least on the level 80 (you will receive 200 Glory Points).
Notice! From now on you can return to Antigua Island with the hilt and meet again with Flynn.
